Tropical Storm Bertha came through Cape San Blas in late July with the kind of waves that make Gulf front homeowners check their flood policy twice. What she left behind was more useful than any brochure: a real, storm-tested answer to a question every buyer on the Cape should be asking but usually can't get answered until it's too late.
Where does the protection actually stop?
For four months, Gulf County's $34.5 million breakwater and beach renourishment project had been adding sand and sinking rock structures along a 1.1-mile stretch of shoreline running from the Stumphole area north to roughly R-100, near the Scallop Cove Store. When Bertha hit, five of the eight planned breakwaters were already in the water. A senior coastal engineer working the project, Joseph Morrow, told a Panama City television station that the structures held.
"I haven't heard that anything has gone wrong yet, at least where the breakwaters are currently in."
North of that 1.1-mile corridor, it was a different storm entirely. Boardwalks washed out in the same week the engineered stretch stayed put.
That contrast is the whole story. Cape San Blas isn't one erosion risk anymore. It's two, and the boundary between them now has a name, a set of coordinates, and a storm that already tested it.
Where the line actually sits
If you're looking at a listing on Cape San Blas Road, the corridor markers are public record. The county's own project updates used the "dome home" at 3775 Cape San Blas Road as a reference point for where beach access was open or closed during construction, and sand pumping started at R-101.5, near 3967 Cape San Blas Road, before crews worked both directions. The protected stretch runs roughly from the Stumphole revetment near R-101 through R-103, north to near R-100 by the Scallop Cove Store.
If an address falls inside that range, it sat behind engineered protection when Bertha came through. If it sits north of R-100, it didn't. That's not a zoning distinction or a marketing label. It's a line drawn by where the county's contractor stopped placing rock.
What one storm actually proved, and what it didn't
Here's the detail that gets lost in most conversations about this project: Bertha tested the corridor while it was still under construction. Five breakwaters were in place, not eight. Gulf County's contractor was finishing the final three structures in early August, with completion projected for mid-August, which means the fully built system you'd be buying behind today has not yet faced a storm at full strength.
That's not a reason to discount what happened. A partially built system holding through a named storm is a meaningful data point. But it's worth being precise about what you're actually purchasing: proven performance at partial capacity, and a reasonable expectation, not yet a tested one, that a complete eight-breakwater system performs at least as well.
The erosion north of the corridor is the other half of the lesson. Engineered structures that interrupt wave energy along one stretch of coast can shift how sand moves just beyond their edges. Nobody needs a hydrology degree to see it: the corridor held, the water no longer slowed by rock and stacked sand pushed straight into the next unprotected stretch, and boardwalks came down. Whether that pattern continues as the system settles in is the open question anyone buying near R-100 needs to sit with before making an offer.
The dollars this actually moves
Most of Cape San Blas sits inside a federal Coastal Barrier Resources Act zone, which means properties here are ineligible for FEMA's National Flood Insurance Program. You're buying private flood coverage no matter which side of the corridor you're on, and the cost spread by zone is wide: Gulf front VE zone policies commonly run $5,000 to $20,000 or more a year, bayfront AE zone policies run $2,000 to $10,000, and elevated X zone policies run $400 to $1,200 with no lender mandate at all. Cape Breezes is the one neighborhood on the peninsula that has actually been pulled out of the CBRA designation entirely, which is worth knowing if you're comparing that pocket against the rest of the Cape.
Where the corridor matters is in how that zone classification moves over time. A Letter of Map Amendment can reclassify a parcel into Zone X if FEMA agrees the ground sits above base flood elevation, and elevation is exactly what changed on one side of this project and not the other. Homes behind the renourished, breakwater-protected stretch just gained sand and dune height. Homes north of R-100 just lost some in the same storm. That divergence is going to show up the next time either owner applies for a LOMA or renews a policy with an updated survey.
Then there's disclosure. Florida expanded its flood disclosure law effective October 1, 2025, requiring sellers to put in writing any flood insurance claim ever filed on the property and any assistance, federal or private, received for flood repairs. A washed-out boardwalk north of the corridor that turns into an insurance claim becomes something the next seller has to disclose in writing. A property that sat behind rock and fresh sand during the same storm has no such claim to report. Same storm, same week, two very different disclosure files five years from now.
Rebuild rights aren't equal either
Florida's Coastal Construction Control Line rules already require anyone rebuilding seaward of the line to show their project won't damage the beach or dune system, with prior approvals and the extent of existing damage both factored into that review. That review gets harder, not easier, when there's fresh evidence of active erosion on file for a specific stretch of beach. If Bertha's damage north of the corridor triggers repair costs above 50 percent of a structure's value, FEMA's substantial improvement rule can also force elevation or code upgrades on top of whatever the CCCL process already requires. Before you write an offer near this line
- Confirm the parcel's position relative to R-100 and the Stumphole revetment, not just its street address range, since the corridor follows the county's reference markers rather than a straight property line.
- Ask the seller directly whether the property experienced any storm damage during Bertha, and request documentation either way.
- Pull the current elevation certificate rather than relying on the listing sheet, especially for anything near the northern edge of the corridor.
- Get a private flood insurance quote before you're under contract, not after, since CBRA zone pricing varies enough by block to change your monthly carrying cost meaningfully.
- If you're buying just north of R-100, ask whether the seller or the county has any updated erosion survey since Bertha, since that data will matter for both insurance and any future rebuild permit.
A couple of questions worth asking directly
Does this mean property north of the corridor is a bad buy? Not necessarily. Plenty of longtime Cape San Blas owners have lived with natural shoreline movement for decades and priced it in accordingly. What's changed is that you now have a specific, storm-tested reason to ask sharper questions about that particular stretch rather than treating "Cape San Blas" as a single risk profile.
Will the protected corridor be extended? Nothing in the current project scope extends it, and any expansion would require new funding and permitting on the same scale as the original $34.5 million effort. Don't assume protection is coming to a specific address just because it's close to the existing line.
